Regulations

REGULATIONS FIDE-RATED AND NON-RATED TOURNAMENT

 

 

1. The tournament will be played over 9 rounds according to the Swiss System. To determine the pairings, we first take into account the Fide rating of the player, and after that, his national rating.

 

2. The result forms must be filled out correctly and signed by both players. The winner or the white player in case of a draw deposits the result in the proper box.

 

3. Failure to arrive for a game incurs immediate exclusion unless the player reports personally to the Chief Arbiter while the round is still in progress.

 

4. Incorrect results can be corrected provided they are communicated to the tournament direction at the latest 30 minutes after the start of the next game.

 

5. Games played with the wrong colour have no effect on the subsequent pairings.

 

6. In case of players ending with an equal number of points, the prizes will be equally divided. Prizes cannot be cumulated

 

7. Complaints should be lodged with the Chief Arbiter not later than 30 minutes after the end of the game. The Committee of Arbiters, composed of three arbiters, will take a conclusive decision after hearing all sides involved. The decision taken has no influence whatsoever on the pairings that have already been carried out.

 

8. If possible two players of the same club will not be paired against each other during the first 3 rounds.

 

9. If a player does not want to play a given round he has to fill out a form obtainable at the tournament direction. Up to round 5 included, one may obtain, maximum twice, a 0,5 point for this.

 

10. It is no longer possible to change the number of the club that was given by a player once the first round has started!

 

11. The rate of play is fixed at 90 minutes + 30 seconds increment from move 1 onwards for the whole game.

 

12. The FIDE rules of 2023 for the Chess Game apply unless the following lines tell otherwise.

 

13. Derogating from the FIDE-rules of 2023 the default time is one hour. This delay is considered from the actual starting point of the round (based on the Chief Arbiter’s watch).

 

14. The scoresheet is the property of the organizer.

 

15. Smoking is only allowed in a specific area, reserved for this purpose. This rule should be strictly observed.

  • At the first offense, a warning will be given.
  • The second offense will cause the loss of the game, and the player must leave 't Kuipke - Sportpaleis Gent.
  • At the third offense, the player will be excluded from the tournament and has to leave the tournament at once.

 

16. The Chief Arbiter can, after a duration of play of 4h30, decide to assign a temporary result to a game still in progress, to enable the pairings for the next round.

 

17. The organisation reserves the right to refuse registrations without giving any reason.

 

 

REGULATIONS TOURNAMENT 55+

 

1. The tournament will be played over 5 rounds according to the Swiss System. For the pairings we take into account the highest Elorating of the player.

 

2. The result forms have to be filled out correctly and signed by both players. The winner or the white player in case of a draw deposits the result in the proper box.

 

3. Failure to arrive for a game incurs immediate exclusion unless the player reports personally to the Chief Arbiter while the round is still in progress.

 

4. Incorrect results can be corrected provided they are communicated to the tournament direction at the latest 30 minutes after the start of the next game.

 

5. Games played with the wrong colour have no effect on the subsequent pairings.

 

6. In case of tied winners, cash prizes will be shared, but the final classification will be established according to the following tie-break rules (in order of application): 1. Mutual result 2. Bucholtz 3. Opponents’ cumulated rating.

The Committee of Arbiters, composed of three arbiters, will take a conclusive decision after hearing all sides involved. GSM Policy

 

When it is established that a mobile phone had not been switched off, this will be punished as follows:

 

  • 1st offense: a warning will be given
  • 2nd offense during the same game: loss of the game, unless the opponent cannot possibly win the game given the position on the board, in which case the game ends in a draw

 

During the game, a player may not walk around carrying his mobile phone with him. If this is established, the game will be declared lost at once;

 

 

REGULATIONS CHESS MASTERS 2023

 

Tournament Regulations Thinkers Publishing Chess Masters 2023

 

1. The FIDE Rules for Chess (01/01/2023) are in effect throughout the tournament.

 

2. The tournament is played over 9 rounds and follow the Swiss system. The pairings are made with the latest version of SWAR. 

 

Tiebreaks (https://handbook.fide.com/chapter/TieBreakRegulations2023):

 

  • 1. Buchholz Cut 1
  • 2. Buchholz;
  • 3. Sonneborn-Berger;
  • 4. Mutual result;
  • 5. Number of games won.

 

3. The results are forwarded for Elo processing by the FIDE and the BCF.

 

4. Tournament schedule and location:

 

  • 11/07: 14h

The first 4 rounds will be played in the club house of the Royal Chess Club of Ghent Ruy Lopez, Abrahamstraat 46, Ghent.

Rounds 5 to 9 will be played in ‘t Kuipke, together with the Intenational Open of Ghent.

 

5. Rate of play:

 

90' for 40 moves followed by 30’ to the end of the game with an increment of 30" per move from move 1. The default time is 1 hour, starting from the announced start time.

 

6. The prize giving ceremony will be held together with the International Open of Ghent, following the last round.

 

7. Sofia Rules apply. No draw offer may be made until the black player has completed his 40th move. The first possible draw offer can be made by White on move 41.

 

8. Disputes are investigated and settled by the chief arbiter. 

 

Players can appeal against a decision of the chief arbiter to the Appeal Committee up to half an hour after the end of the game. 

 

The lodging of the appeal is done in writing to the chief arbiter who then passes it on to the chairman of the Appeal Committee.

 

The chairman and 5 members (3 effective and 2 reserve members) of the Appeal Committee will be announced before the start of the tournament.

 

9. There is a total smoking ban.

 

10. A player may, during his game, bring a mobile telephone or other electronic means of communication switched off into the playing hall at his own risk, but he may not carry it on himself.

 

Possible examples are: next to the board, in his coat (which hangs on the coat rack or on his chair) or in a (hand) bag.

 

These devices may not be taken outside the playing room by the player during the game.

 

If it is determined that a player is wearing such a device during his game, he losesthe game and his opponent wins.

 

If it is determined that such a device is not switched off in the playing hall, the playing owner will be deducted 10 minutes of his thinking time.

 

If this results in an overrun of time, he loses the game and the result of his opponent is determined by the arbiter.

 

If a player enters the playing room after the start of the game, he is allowed to take care of his cell phone or other electronic means of communication according to the standing regulations before making his first move.

 

Anti-fraud measure: the organization is equipped with a detector for electronic devices.

 

By registering, each player has been informed of these anti-fraud measures and agrees, in accordance with Article 11.3.3 of the FIDE Rules of Chess, to cooperate fully in the event of a check.

 

11. By registering for the tournament, the player submits to these competition rules.
